Comparison of Review Levels

Choose the level of review according to the consequence of the decision and the evidence burden, not according to how much material happens to be available.

Purpose

Level 1 is an Initial Review. Level 2 is Structured Verification. Level 3 is Investigative Review. Level 4 is a Complex or Multi-Stage Engagement.

Limited question and source set, with primary red flags and no comprehensive conclusion.

Level 2: Structured Verification

Multiple source types, source-traceability mapping, counter-evidence, chronology and evidence gaps.

Level 3: Investigative Review

Expanded public-source research, regulatory and litigation review, entity mapping and alternative explanations.

Level 4: Complex or Multi-Stage Engagement

Multiple jurisdictions or entities, large document sets, external specialists and staged outputs.
