Decision question

How can a data-centre development team maintain a traceable evidence record across power and project questions?

What the public record supported

A project named in a queue, verification request or conditional Batch Zero category must not be counted as an energised data-centre load.

Material findings

  • ERCOT issued Batch Zero verification RFIs on September 9, 2026 for many interconnecting large-load entities conditionally included in the process. [T1]
  • ERCOT said its September 3 provisional classifications were conditional on additional verifications, modeling or regulator exceptions. [T2]
  • ERCOT changed respondent access and published question guides in its September 21, 2026 RFI notice. [T3]

Documentary source references

Additional verification required before reliance

  • Project legal entity and exact site coordinates.
  • Interconnection stage, service provider and ERCOT notice eligibility.
  • Power study outputs, executed agreements and relevant financial security.
  • Water source, zoning, cooling assumptions and environmental permits.
  • Construction/commissioning and energy actually delivered.

Boundaries

  • Load request, conditional qualification and guaranteed capacity are separate facts.
  • Projects can have overlapping phases or multiple requests.
  • A land transaction, data-centre press release or queue position does not prove water rights or power delivery.

How this demonstrates Aperture capability

This demonstration shows how Aperture frames a decision question, traces material claims to external evidence, separates what is established from what remains uncertain, and keeps the reliance boundary visible. It is designed to demonstrate the research and evidence method rather than imply a client engagement.

Relevant buyer context: Data-centre developers, investors and infrastructure teams.

Scenario: Recurring project-development evidence.

The download documents source-limited findings, newer official records, case-specific adversarial review, a defined research workplan and decision-relevant unresolved evidence. Historical expanded dossiers are retained separately for internal control and not claimed to have been exhaustively re-verified.
