Decision question

What is actually authorised and commercially available in direct-to-device satellite connectivity?

What the public record supported

The FCC framework, subsequent proceedings, spectrum acquisitions and commercial marketing each describe a different capability stage. No published programme claim certifies usable coverage at a particular location.

Material findings

  • The FCC adopted Supplemental Coverage from Space regulations in 2024 allowing terrestrial mobile spectrum to be used by collaborating satellite operators under defined conditions. [D1]
  • FCC materials in 2026 continue discussing satellite mobile services and interference protections. [D2]
  • Reuters reported in October 2026 that the FCC planned to consider advancing a spectrum auction and regulatory changes on October 29; a scheduled future vote must not be treated as approval. [D3]

Documentary source references

Additional verification required before reliance

  • Specific FCC license/grant and relevant frequency rights.
  • Applicable handset hardware/software, carrier plan and country.
  • Field reliability, throughput, emergency alert and latency observations.
  • Interference coordination and coverage exclusions.
  • Time-stamped commercially offered feature matrix.

Boundaries

  • Device compatibility and service availability depend on carrier, geography and conditions.
  • Spectrum acquisition is not operational certification or FCC transfer approval.
  • Planned rulemakings are not adopted regulations.

How this demonstrates Aperture capability

This demonstration shows how Aperture frames a decision question, traces material claims to external evidence, separates what is established from what remains uncertain, and keeps the reliance boundary visible. It is designed to demonstrate the research and evidence method rather than imply a client engagement.

Relevant buyer context: Telecom, technology and strategy teams.

Scenario: Technology authorisation and market monitoring.

The download documents source-limited findings, newer official records, case-specific adversarial review, a defined research workplan and decision-relevant unresolved evidence. Historical expanded dossiers are retained separately for internal control and not claimed to have been exhaustively re-verified.
